Most tattoo places that offer permanent cosmetics use regular tattoo ink (the same pigments used for decorative tattooing) applied by a person who, while he or she might be a wonderful tattoo artist, has no knowledge or training in the special considerations of tattooing the face. Facial skin,especially around the eyes and lips, is not like the skin elsewhere on the body, and requires special pigments and equipment to maintain safety and ensure the best possible results.
Many states require licensure for the application of permanent makeup. Colorado is one of these. In order to apply permanent makeup, one must be licensed as an aesthetician, a registered nurse, or a physician. It’s that serious.
